SEA Malaysia here. I've been getting massive ping spikes since the Exalted update last week. My connection had been a constant 200-300ms and had no skill delays etc. After the update, it went up to 4k in events. Previously I'd be very comfortable playing pinata or even leyline events.
Hours of the day won't matter in server population. A Full server remains full until people transfer to another server, which doesn't happen too often. As Inculpatus suggested above, checking after weekly wvw resets is going to be your best bet as that will be when people/guilds might decide to switch to another server.
As such, it is possible to transfer onto a full server by trying at a different time of day. Try checking during off-peak hours, such as early in the morning. I've heard from several guildmates that they've had success transferring onto a normally "Full" world this way. Share. Improve this answer.
